NIJ FY08 Research on Safe Community Release for Pretrial and Jail Populations: The National Institute of Justice (NIJ) is the research, development, and evaluation agency of the U.S. Department of Justice and a component of the Office of Justice Programs (OJP). NIJ provides objective, independent, evidence-based knowledge and tools to enhance the administration of justice and public safety. NIJ solicits applications to inform its search for the knowledge and tools to guide policy and practice. NIJ manages a research portfolio that addresses courts, community corrections, and institutional corrections interests, ranging from sentencing to electronic monitoring and prisoner reentry. The Institute has identified the pretrial and jail release phases of the criminal justice system as an understudied research priority. It is at these stages that case management and other key decisions affecting detention, case outcome, and sentencing are made. Such decisions have important repercussions for defendants/ offenders, victims and their families at the case level, and for policymakers in the aggregate. In May 2007, NIJ sponsored a Pretrial Research Meeting with researchers, practitioners, and other expert stakeholders. Building upon a review of pretrial policy, practice, and research, participants addressed pretrial supervision, risk assessment, and other issues from the perspectives of court and corrections stakeholders. NIJ is now soliciting applications for funding for research and evaluation of pretrial and jail options that promote cost-effective alternatives to detention and incarceration and protect public safety. We encourage proposals that build upon and add to what is already known from past and active projects, and refer applicants to the presentations and bibliography posted on the Pretrial Research Meeting Web page (http://www.ojp.usdoj.gov/nij/events/pretrial-research-meeting/welcome.htm), as well as to the report by the Bureau of Justice Statistics titled, Pretrial Release of Felony Defendants in State Courts, NCJ 214994.
