National Human Trafficking Hotline, Training, and Technical Assistance Program: The central purpose of this cooperative agreement is to increase the identification and protection of victims in the United States, provide service referrals for victims, pass on tips to law enforcement agents and provide information and training on human trafficking. The Anti-Trafficking in Persons Division within the Department of Health and Human Services (HHS)Office of Refugee Resettlement (ORR)intends to accomplish this purpose by awarding one cooperative agreement for a period of three years to an anti-trafficking organization to implement the National Human Trafficking Hotline, Training, and Technical Assistance Program, which funds the National Human Trafficking Resource Center (NHTRC). The NHTRC is a dedicated, toll-free, U.S. national telephone hotline (1-888-3737-888) thatprovides emergency assistance 24 hours a day,seven days a week, every day of the year. The NHTRC must provide emergency assistance and service referrals to potential victims, service providers, law enforcement officials or other persons who encounter a potential victim and who call the NHTRC; make service referrals to social service organizations; pass on time-sensitive tips to appropriate local, State, or Federal law enforcement authorities; and provide information, training and technical assistance to callers.The Director of ORR may give priority consideration to applications that demonstrate five or more years of experience in identifying and assisting both sex and labor trafficking victims, and three or more years of experience responding to crisis telephone calls related to human trafficking, making service referrals for trafficking victims, providing tips to law enforcement, and providing technical assistance and trainings on human trafficking. The due date for applications has been extended to 4:30 pm eastern time on July 27, 2010.
