Notice of HUD's FY2011 NOFA Policy Requirements and General Section to HUD"s FY2011 NOFAs for Discretionary Programs: This notice describes HUD's FY2011 policy priorities and requirements applicable to all of HUD's NOFAs published in FY2011. The General Section provides overall guidance and direction to applicants regarding HUD's Policy Priorities and their relationship to HUD's Strategic Goals as stated in the Department's Strategic Plan for FY2010-2015. For detailed information on HUD's Strategic Plan for FY2010-2015 visit HUD's website. HUD's Strategic Plan for FY2010-2015 and HUD's Policy Priorities set forth a roadmap of actions to help transform communities through the implementation of HUD's programs. Each program NOFA will contain specific activities, requirements, policy priorities, and outcomes or measures of success that will be used to evaluate submitted applications. In each case, the outcomes described in the program NOFA will support the measures of success described in HUD's Strategic Plan. Each program NOFA will also describe additional procedures and requirements that apply to the individual program NOFAs, including a description of the eligible applicants, eligible activities, threshold requirements, factors for award, variations from the General Section requirements, and any additional program requirements or limitations. To adequately address all of the application requirements for any program for which you intend to apply, please carefully read and respond to both this General Section and the individual program NOFAs.
