Notice of Intent: Sand Creek Massacre NHS/Kiowa County Agreement: Master Cooperative Agreement Number P16AC01706 was entered into by and between the Department of the Interior, National Park Service, (NPS), and Kiowa County, Colorado (hereafter referred to as â¿¿Recipientâ¿¿) for the purpose of providing: fulfillment of the mission and development of the Sand Creek Massacre National Historic Site and the economic development of Kiowa County through the development of park support facilities within the county. STATEMENT OF WORK This project will provide visitor services for the Sand Creek Massacre National Historic Site and contribute to the economic vitality of a small community in a rural, agricultural area of the state. This will be accomplished through the development of NPS support facilities. RECIPIENT AGREES TO: Provide construction services/materials as necessary to develop additional support facilities for the Park. This project will encompass the West Boundary Road. NATIONAL PARK SERVICE AGREES TO: Provide financial assistance as provided in Article VI of the Cooperative Agreement. Provide design drawings for West Boundary Road project. Provide expertise to ensure NPS legal requirements and standards are met.
