OVC FY 16 Identifying and Preventing Gender Bias in Law Enforcement Response to Victims Demonstration Initiative: The Addressing Gender Bias in Law Enforcement Response to Victims Demonstration Initiative will expand the Enhancing Law Enforcement Response to Victims (ELERV) strategy to improve police response to domestic violence and sexual assault with a special emphasis in minority and LGBTQ communities. The aim of the Initiative will be to integrate the ELERV strategy and the principles outlined in the DOJ guidance to Identifying and Preventing Gender Bias in Law Enforcement Response to Sexual Assault and Domestic Violence, released in December 2015, to reduce gender bias in police response to these crimes.

Additional Information on Eligibility
Eligible applicants are limited to national law enforcement organizations, national membership organizations, and regional membership organizations. For-profit organizations must agree to forgo any profit or management fees. Applicants must have demonstrated knowledge, expertise, and experience in advancing law enforcement response to domestic violence and sexual assault. Additionally, applicants must be able to identify and work with key stakeholders, gather comprehensive victim services information, and effectively manage up to six demonstration sites addressing gender bias in law enforcement response.
OVC welcomes applications that involve two or more entities that will carry out the funded Federal award activities; however, one eligible entity must be the applicant and the other(s) must be proposed as subrecipient(s). The applicant must be the entity with primary responsibility for administering the funding and managing the entire project. Only one application per lead applicant will be considered; however, a subrecipient may be part of multiple proposals.
