OVC FY 2018 Specialized Human Trafficking Training and Technical Assistance: The successful applicant for this solicitation will provide specialized training and technical assistance to service providers and court personnel in one of three purpose areas (PAs): PA 1: comprehensive legal services, PA 2: trauma-informed responses and services, and PA 3: increased identification, referrals, and assistance of human trafficking in court settings. OVC expects to make up to three awards (one per purpose area) of up to $900,000 each, with an estimated total amount awarded of up to $2.7 million. OVC expects to make awards for a 36-month period of performance, to begin on October 1, 2018. OVC will conduct one pre-application webinar on May 31, 2018, from 1:00–2:00 p.m. e.t. Additional Information on Eligibility
By statute, grants under this program may be awarded to states, units of local government, federally recognized Indian tribal governments (as determined by the Secretary of the Interior), nonprofit organizations (defined as an organization that is described in section 501(c)(3) of Title 26 and is exempt from taxation under 501 (a) of such title), and nongovernmental organizations (including tribal nonprofits). For the purposes of this program, a unit of local government is any city, county, township, town, borough, parish, village, or other general purpose political subdivision of a state, territory, or federally recognized Indian tribal government. This solicitation seeks eligible applicants under three distinct purpose areas. Eligible applicants must demonstrate experience in providing training and technical assistance in one of the three purpose areas (comprehensive legal services; trauma-informed responses and services; and increased identification, referrals, and assistance of human trafficking in court settings). All recipients and subrecipients (including any for-profit organization) must forgo any profit or management fee. OVC may elect to make awards for applications submitted under this solicitation in future fiscal years, dependent on the merit of the applications and the availability of appropriations. Nonprofit organizations that hold money in offshore accounts for the purpose of avoiding paying the tax described in 26 U.S.C. § 511(a) are not eligible to apply. OVC welcomes applications under which two or more entities would carry out the federal award; however, only one entity may be the applicant. Any others must be proposed as subrecipients (subgrantees). The applicant must be the entity with primary responsibility for administering the funding and managing the entire project. Only one application per lead applicant will be considered; however, subrecipients may be part of multiple proposals.
