OVC FY 2019 Field-Generated Innovations in Assistance to Victims of Human Trafficking: To meet the needs of a rapidly evolving anti-trafficking field, and to best serve victims of human trafficking, OVC is seeking innovative ideas to enhance identification of and services for victims. Proposed projects should develop or enhance promising practices, models, and victim-centered programs, or apply them in innovative ways, to build the capacity of victim service providers to close gaps in assisting all victims of sex and labor trafficking in the United States. Additional Information on Eligibility
Eligible applicants are states, units of local government, federally recognized Indian tribal governments (as determined by the Secretary of the Interior), and nonprofit, nongovernmental organizations (defined as an organization that is described in section 501(c)(3) of Title 26 and is exempt from taxation under 501(a) of such title). For the purposes of this program, a unit of local government is any city, county, township, town, borough, parish, village, or other general-purpose political subdivision of a state, territory, or federally recognized Indian tribal government. All recipients and subrecipients must forgo any profit or management fee. OVC welcomes applications under which two or more entities would carry out the federal award; however, only one entity may be the applicant. Any others must be proposed as subrecipients (subgrantees).1 The applicant must be the entity that would have primary responsibility for carrying out the award, including administering the funding and managing the entire program. OVC may elect to make awards for applications submitted under this fiscal year 2019 solicitation in future fiscal years, dependent on, among other considerations, the merit of the applications and on the availability of appropriations. Nonprofit organizations that hold money in offshore accounts for the purpose of avoiding paying the tax described in 26 U.S.C. § 511(a) are not eligible to apply.
