Outdoor Recreation Operations and Maintenance Agreement: This financial assistance grant proposal is for Jackson County Roads and Parks Department (JCRPD) to operate and maintain the outdoor recreation facilities for the public at Agate, Emigrant and Howard Prairie Reservoirs on the Rogue River Project. All three reservoirs are located within Reclamation's Rogue River Project in Southern Oregon near Medford, Oregon. These reservoirs bring in over 1 million visitors annually serving Southern Oregon and Northern California. They provide outdoor recreation opportunities such as camping, fishing, boating, picnicking, lodging, food service restaurant, marina, sail boating, hiking, biking and day use recreation bringing in over $14 million to the local economy. JCRPD and the Bureau of Reclamation (Reclamation) have the following Management Agreements which state JCRPD is responsible for the outdoor recreation facilities operations and maintenance for the public at Agate, Emigrant and Howard Prairie Reservoirs. Agate Reservoir Management Agreement, #18-07-1B-L0001, expires 3/31/2043. Emigrant Reservoir Lease Agreement, #14-06-100-6328, expires 12/3/2018. Howard Prairie Reservoir's Lease Agreement, #14-06-100-6329, expires 12/31/2032. Public Law 89-72, “Title 28” authorizes Reclamation to provide no more than 50% cost share to non-federal managing agency partners for the management of Reclamation's recreational facilities. This financial assistance will aid JCRPD with staff salaries and fringe benefits; staff contact with the public to inform, educate and enforce park regulations, fee collection, facility and trail cleaning, maintenance and repair, equipment maintenance and rental; weeds and brush removal, vehicles leased, office building lease; contracts to include portable toilet service, garbage removal service, road maintenance, law enforcement, firewood and ice service; and supplies and materials to include signs, office and cleaning supplies, fuel, utility bills, water testing, sewage pumping, telecommunication services and employee training, uniforms and personal protective equipment.
