PHMSA One Call Priority 1(CY2007): This grant opportunity is only open for only for states that have a certification or agreement with PHMSA to do pipeline safety inspections. One-Call grant funding is available to state agencies participating in the pipeline safety program are eligible to apply for one-call grant funding on an annual basis. This separate grant program is not restricted to the 50% funding statute, and supports initiatives by each State agency to further promote efforts specifically for damage prevention, including one-call legislation, related compliance activities, training and public education. The One-Call grant is based on activities in three priorities - Priority One activities are listed below:The activities to which this grant opportunity is aimed at funding are the following:1. Compliance Enforcement. Legal assistance with enforcement actions. New equipment to support on-going enforcement program. Cost of enforcement and/or complaint investigations. Frequency, cause, and consequences of dig-ins3. Legislation and Rulemaking. Obtaining input from affected interests. Drafting assistance. Testimony before legislative/rulemaking bodies4. Implementation of One Call Laws and Regulations**. Start-up costs for the state agency only, mandated by new law or rules. Facilities. Equipment. Records systems and databases. Procedures.
