Partnership for the Development of Eastern Congo: USAID's strategic vision is for a more stable and prosperous Democratic Republic of the Congo (DRC) with a resilient population, effective governance, and vigorous private sector that can begin to realize the country's vast potential within the April 2019 U.S.- DRC Privileged Partnership for Peace and Prosperity. Under these frameworks, the Partnership for the Development of Eastern Congo (P-DEC) goal is to strengthen the foundations for durable peace (Transition Objective 3 under the 2014-2021 USAID/DRC Country Development Cooperation Strategy) with a focus on Ituri and North Kivu provinces. P-DEC will adopt cross-sectoral stabilization approaches to address drivers of conflict that gave rise to and continue to fuel the activities of the Allied Democratic Forces (ADF), Lord's Resistance Army (LRA), and various other armed groups and community militias. As such, P-DEC will support a transition from humanitarian assistance to development. It will focus on areas where there is demonstrated political will to achieve the goals and objectives of the program.
