Public-Private Partnerships in PEPFAR Countries under the President's Emergency Plan for AIDS Relief (PEPFAR): The purpose of this funding opportunity announcement (FOA) is to provide funding to an entity to manage and administer public-private partnerships (PPPs) under the President’s Emergency Plan for AIDS Relief (PEPFAR). Consistent with the PEPFAR Blueprint , PPPs play a critical role in strengthening and extending the principle of shared responsibility in achieving an AIDS-free generation. PEPFAR defines PPPs as collaborative endeavors that combine resources from the public sector with resources from the private sector to accomplish HIV/AIDS prevention, care and treatment goals. By leveraging private sector resources (financial and expertise), PPPs enable the U.S. government and private sector entities to enhance their efforts through jointly defined objectives, program design and implementation, and the sharing of resources, risks, and results. PPPs also help assist the sustainability of programs, facilitate scale up of interventions, strengthen country ownership, and leverage significant private sector resources. The ultimate goal of a PPP is to allow more people to benefit due to the additional resources – whether monetary or technical – brought to the partnership by the private sector organization.
