Small, minority, and women-owned businesses; . Universities; . Colleges; . Hospitals; . Community-based organizations; and . Faith-based organizations. This funding opportunity announcement is limited to indigenous organizations located in The Republic of Uganda. An "indigenous organization" is any entity whose headquarters is in Uganda. As such, the majority of the entitys staff (senior, mid-level, support) is comprised of host-country and/or regional nationals. "Indigenous organizations" refers to both governmental and non-governmental (non-governmental, faith-based and community-based) organizations. Institutional capacity-building of indigenous organizations is a key strategy for achieving the prevention, care and treatment goals of the Emergency Plan and to ensure its long-term sustainability. In addition, the applicant should meet the following requirements: 1. Be an established, fully-functional laboratory in The Republic of Uganda with proven capacity to perform HIV serologic testing; 2. Have demonstrated capacity in the conduct of laboratory quality-assurance programs, the development of laboratory standards, and experience in project implementation with strong management and organizational skills; and 3. Have established linkages with existing Governmental and non-governmental HIV/AIDS organizations and programs that are currently providing laboratory services in Uganda.
