RECOVERY ACT - Red Bluff Diversion Dam, Fish Passage Improvement Project: The Bureau of Reclamation (Reclamation), Mid-Pacific Region, intends to award a sole source for Cooperative Agreement to Tehama Colusa Canal Authority, 5513 Hwy 162, P.O. Box 1025, Willows, CA 95988 under the authority of CFDA 15.512 Public Law 102-575 Central Valley Project Improvement Act, Title 34, Section 3406(b)(10) and 3407(e) for the following program: Fish Passage Improvement Project at the Red Bluff Diversion Dam, New Red Bluff Pumping Plant and Fish Screen, Central Valley Project, California. Reclamation proposes to provide financial assistance for project administration; legal services; permitting and mitigation; and engineering design. Period of Performance is from the date of award to April 1, 2012. Estimate award date: on or about September 30, 2009. Estimate award amount: $5,230,000.00. A Determination by the Government not to compete this proposed financial assistance, based upon Departmental Manual 505 DM2 paragrah 2.14(B) (4) Unique Qualifications, is solely within the discretion of the Government.
