Reading for Ethiopia's Achievement Developed (READ) Community Outreach: The purpose of this Project Description is to obtain applications from qualified Private Voluntary Organizations (PVOs) and Non-Governmental Organizations (NGOs) for a Cooperative Agreement (CA) that implements “Reading for Ethiopia’s Achievement Developed” (READ) Community Outreach project in Ethiopia that will help primary school students learn to read and write. Applicants should develop technical and financial descriptions for a four-year project that begins on or about December 1, 2013 and ends no later than November 30, 2017.
