Regulation of Surface Coal Mining and Surface Effects of Underground Coal Mining: FUNDING IS NOT AVAILABLE TO INDIVIDUALS. THEREFORE ANNOUNCING FUNDING OPPORTUNITIES IS NOT ANNOUNCED TO THE GENERAL PUBLIC. Funding is available to a State or Tribal agency with a permanent regulatory program approved by the Secretary of the Interior has jurisdiction to regulate coal mining, performing program functions such as issuing mining permits, inspecting mine oeprations, and enforcing mining laws. Regulatory Administration and Enforcement grants assists States with the cost of operating their approved regulatory program. Federal lands cooperative agreements pay States with approved regulatory programs to regulate coal mining activities on Federal lands. Regulatory program development grants may be awarded to States and Tribes with active coal mining but without approved regulatory programs.
