Request for Proposals, Wailuku TSP EQIP Irrigation Related Technical Services, Island of Maui, Hawaii: The Environmental Quality Incentive Program (EQIP) and the EQIP Ground & Surface Water Conservation (GSWC) component are voluntary conservation programs that promote the sustainable agricultural productivity and environmental quality as compatible goals by protecting highly erodible and environmentally sensitive cropland, reducing sedimentation, improving water quality, and promote water conservation. Through EQIP and EQIP-GSWC, farmers and ranchers may receive financial and technical assistance to install or implement structural and management practices on their land. EQIP was revised and extended through 2007 by the Farm Security and Rural Investment Act of 2002, which provides that the Secretary may request the services of, and enter into grant agreements with, non-Federal entities to assist in providing technical assistance necessary to develop and implement conservation programs under Title II - Conservation. PROJECT DESCRIPTION - All 14 projects are located on the island of Maui, Hawaii. The irrigation system design for the list of 14 projects (referenced in Attachment A - Description of Projects) consists of but is not limited to the following tasks: 1) Evaluating the irrigation system site and gathering information such as soils, crops, topography and method of water delivery; 2) determining irrigation water requirements based on climate, soils, crop needs, irrigation management needs and selecting and sizing irrigation system components in accordance with those requirements and the Conservation plan; and 3) Developing construction drawings and specifications, engineers estimate and irrigation water management plan. Applicants must submit one (1) original and four (4) copies of their proposal to Shirley Yamaguchi, Contract Specialist, USDA-Natural Resources Conservation Service, 300 Ala Moana Blvd., Room 4-118, Honolulu, Hawaii 96850 NO LATER THAN 3:00 PM (HST), JUNE 08, 2007.
