Scaling Capacity in Strategic and Health Information Systems in Mozambique under the President's Emergency Plan for AIDS Relief (PEPFAR): The Award Ceiling for Year 1 is 0 (none). PEPFAR 3.0 focuses on achieving sustainable control of the global HIV epidemic through a focus on transparency, accountability, and impact aligned with the UNAIDS 95-95-95 targets in Mozambique. The strategy emphasizes accelerating testing and treatment strategies, expanding prevention, using quality data, supporting and strengthening country ownership, and leveraging partnerships with the public and private sectors. eHealth is foundational to achieving PEPFAR and National targets. As a result, health informatics is essential to manage the volume of patient data through a number of interrelated activities: Design, develop, implement, maintain, evaluate, and use secure, standards-based, interoperable patient and aggregate level health information systems (HIS) for data-driven decision-making for program improvement; Develop, implement, evaluate, and/or adopt country eHealth/Digital Health strategies, governance, and policies; Develop indigenous health informatics; Monitor and evaluate HIS implementation; and Transition ownership of systems to the country. Ongoing support for systems governance, interoperability, and workforce capacity are most necessary especially as countries need to optimize HIS systems and human resources for health (HRH) staffing allocation based on site-level programmatic data, link disparate HIS to enable 95-95-95 tracking, and sustain PEPFAR's strategic investments in HIS.
