Science, Innovation and Technology Partnership Intermediary Agreement: The DoD Air Force Research Laboratory (AFRL) at Kirtland Air Force Base, New Mexico, is seeking applications under Funding Opportunity Announcement (FOA) entitled “Science, Innovation and Technology Partnership Intermediary Agreement” The Government is seeking to enter into five-year Partnership Intermediary Agreements (PIAs) with entities that facilitate joint projects and accelerate technology transfer between the lab and the commercial market. These intermediaries help companies to identify federal technologies that can be licensed and commercialized. They also work to increase the likelihood of successful cooperative activities between the lab, small businesses, academia and industry. Under the future FOA, some the objectives will include, but may not be limited to: Patent and intellectual property (IP) management Technology and market research Collaboration spaces and business incubation Technology assessment activities Prototyping and manufacturing capabilities PIAs may provide a variety of services that can be used to support technology transfer and commercialization activities, but cannot conduct research and development on behalf of the Government. For the purpose of this FOA, due to the program objectives and anticipated place of performance of the resulting PIA(s), the Government intends to ONLY seek response from research institutions of higher education that are registered and have a physical location in the state of New Mexico. Future awards made under this announcement will fall under the purview of 2 CFR Part 200 and DOD Research and Development (R&D) Terms and Conditions (March 2021).
