Short Grass Prairie Soil and Vegetation Investigative Study: Purpose, Objectives and Deliverables: The Integrated Natural Resource Management Plan (INRMP) defines natural resources management goals and objectives that are consistent with the military mission and ensure no net loss in the capability of installation lands to support the military mission. INRMP goals and objectives reflect statutory and regulatory, Executive Order (EO), and DoD and Air Force policy directives for federal land management and environmental conservation programs. Additionally, the INRMP goals and objectives support regional, state, and local initiatives to ensure consistency of management across the landscape and accomplishment of mutually-beneficial actions to achieve strategic goals. In accordance with the BAFB INRMP Section 10 Goals and Objectives, Goal 10.4 is to promote conservation of soil and water resources with the following applicable objectives: 10.4.3 to control erosion and sedimentation from land-disturbing/earth-moving activities and 10.4.6 to promote alternatives to traditional landscaping techniques (i.e. xeriscaping, etc.) and when applicable natural vegetation. Also, BAFB INRMP Section 10 Goals and Objectives, Goal 10.5 is to effectively manage wildlife with the following applicable objective 10.5.1 to implement ecosystem management approach, which implies soil and native vegetative success. Thus, the before mentioned BAFB INRMP goals and objectives establishes the justification and need for this project.

- This Single Source Award is being awarded to Colorado State University in accordance with Department of the Interior Policy 505 DM 2.14 B (1) Unsolicited Proposal and (4) Unique Qualifications, which allows for award without competition to an applicant. This recipient and project meet these criteria due to the expertise that Colorado State University and Dr. Calvin Pearson bring to this project. The study of soil and its ability to restore short grass prairie habitats is a very limited and narrow field. Dr. Calvin Pearson has the specific expertise in which to conduct this study on Buckley Air Force Base. Dr. Pearson is with Colorado State University, which is part of the Great Plains Cooperative Ecosystem Studies Unit agreement with the U.S. Fish and Wildlife Service.
