State Rural Health Coordination and Development Cooperative Agreement: The purpose of the State Rural Health Coordination and Development Cooperative Agreement is to build and sustain rural health infrastructure in each State by providing technical assistance to rural communities, providing guidance and best practices on rural health networks, and improving quality of care. The goals are 1. to assist in the development of State level leadership in the area of rural health by coordinating rural health care in communities statewide with the intent of increasing resources and eliminating duplication, and 2. to facilitate partnerships and collaboration at the national and State levels to improve the exchange of information and engage in collaborative activities for supporting rural health. By providing advancement and continuing development of leadership skills and technical abilities at the State level, the cooperative agreement ensures a State focal point essential for rural communities in building and sustaining rural health infrastructures. The State entities provide assistance with retention and recruitment of health providers to rural areas, technical assistance on rural health programs, guidance on rural health systems and best practices, information on rural health care, and leadership in coordinating rural health care within the State to reduce duplication and maximize resources through networks. Coordination at a national level offers the State entities an opportunity to exchange ideas, knowledge and information on rural health care and current issues. Collaboration with national and State partners and HRSA's Office of Rural Health Policy (ORHP) will help to educate and assist State entities and rural communities better develop and improve the quality and systems of health care in rural areas. This program is authorized by Section 711 of the Social Security Act; 42 U.S.C. 912, as amended, Public Law 108-173.

In Addition, the successful applicant must meet the following general requirements to apply: (1) Must be a public not-for-profit organization with a service commitment to and expertise with rural health issues at tne national and State level; (2) Demonstrate a track record in working on State-based rural health issues, such as recruitment and retention of health care providers in rural communities, assisting community-based entities in securing funding for rural health projects, and identifying and facilitating discussion around rural health issues; and (3) Have experience in working with a full range of key rural health interest groups. 501(3)C Organizations (1) Must be a public not-for profit organization with a service commitment to and expertise with rural health issues at the national and State level; (2) Demonstrate a track record in working on State-based rural health issues, such as community-based entities in securing funding for urral health projects, and identifying and facilitating discussion around rural health issues; and (3) Have experience in working with a full range of key rural health interest groups.
