State of the Art and Practice in Earthquake Induced Soil Liquefaction Assessment Study: Notice of Intent to Award funds under a non-competitive status, based on unique qualifications to the National Academy of Sciences to undertake actions. The NAS/NRC, in accordance with its Congressional Charter, provides independent, unbiased scientific and technical advice without perceived interference or management of findings and recommendations. In particular, the NAS/NRC follows policies and procedures that implement Section 15 of the Federal Advisory Committee Act, 5 U.S. C. app., Section 15 regarding public access and conflicts of interest that are applicable when providing advice or recommendations to a Federal agency.
