Strategic Messaging on Women’s Rights: The Public Affairs Section (PAS) of the U.S. Embassy in Kabul, Afghanistan is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO). PAS Kabul invites all eligible organizations to submit a proposal for a Cooperative Agreement (CA) to design, produce and distribute materials for nationwide strategic awareness campaigns aimed at improving Afghan perceptions of women’s rights and contributions to society. The award will cover the implementation of at least two campaigns designed to coincide with the internationally recognized 16 Days of Activism against Gender Violence in November-December 2015, International Day of the Girl Child in October 2015, and International Women’s Day in March 2016.

- Eligibility is open to all non-profit, non-governmental organizations. Organizations may sub-contract with other entities, but only one, non-profit, non-governmental entity can be the prime recipient of the award. For profit entitles are not eligible to be the prime recipient of an award under this NOFO. When sub-contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal. Per Section D, applicants must submit proof of their non-profit status with their proposal submission (e.g. proof of 501(c)(3) status, Afghan NGO license). Applications that do not include proof of non-profit status will not be considered. Individuals are not eligible for an award under this NOFO. Please refer to Section D for funding restrictions.
