Strategic Radio Communication for Development (STRADCOM): The United States Agency for International Development Mission to Tanzania (USAID/Tanzania) issues this Request for Application (RFA) for the Strategic Radio Communication for Development (STRADCOM) project. Subject to the availability of funds, USAID/Tanzania intends to award one Cooperative Agreement (CA) for up to $10 million; $6.5 million in U.S. Presidents Emergency Plan for AIDS Relief (Emergency Plan) funding and up to $3.5 from other USAID/Tanzania Strategic Objectives (SOs) over a 3-year period. Applicants need to be aware of the Office of the Global AIDS Coordinator (OGAC) policy that any individual implementing partner may receive no more than 8% of the total annual country-level United States Government (USG) budget for HIV/AIDS in any particular year. This 8% includes any existing agreements that the applicant currently has with the USG (where applicable). In line with this policy, funding levels will be taken into consideration during the review and approval process. In addition, applicants should note that the different USG agencies can not fund the same organization to conduct the same activity.
