Support for Community Vital Registration in the Republic of Zambia under the President s Emergency Plan for AIDS Relief (PEPFAR): The purpose of this FOA is to strengthen the capacity of the Department of National Registration, Passport and Citizenship (NRPC) under the Ministry of Home Affairs, GRZ to collect and report national vital registration data. AIDS has been shown to account for 25% of deaths in the community in Zambia, so PEPFAR support of mortality surveillance is needed to assist the country with documenting changes in HIV-related and other deaths in the context of treatment and prevention programs. Funding supports: 1) Investments in technology to digitize registration data capture and use; 2) Conduct of community-based mortality surveillance using SAVVY methods for data collection every other year, and; 3) Capacity building for DNRPC to have the data analyzed and reported routinely.

Additional Information on Eligibility
The activities can only be done by the Government of the Republic of Zambia (GRZ) because they involve building infrastructure and collecting and reporting of vital registration data. The Department of National Registration, Passport and Citizenship (NRPC) under the Ministry of Home Affairs is mandated to oversee all aspects of vital statistics in Zambia. CDC supported community mortality surveillance in a Cooperative Agreement with the Central Statistics Office (CSO; within the Ministry of Finance, GRZ; PS06-622-U2GPS000635) 2007-2012. During a previous FOA, the Department of National Registration, Passport and Citizenship (NRPC) under the Ministry of Home Affairs communicated that they were mandated to collect and store data on vital registration, and that CSO was only mandated to analyze and report the data. However, CSO, the government agency that is responsible for analyzing and reporting national statistics, also felt that they had the mandate. The prior FOA was withdrawn until the GRZ could decide who had the legal mandate to undertake the activities. A team of stakeholders including NRPC, CSO, Ministry of Health and other government and multilateral stakeholders developed a plan, "National Action Plan to Reform and Improve Civil Registration and Vital Statistics in Zambia" that indicates that the NRPC has the mandate to carry out the activities with support of CSO for analysis and reporting. CDC Zambia revised the scope and eligibility requirements to reflect this decision. The NRPC has not previously been funded by CDC Zambia. But following the national plan and FOA, they will work closely with CSO, the partner previously funded to carry out mortality surveillance for guidance and oversight of data collection as well as for analysis and reporting. CDC-Zambia will ensure that NRPC shows a full understanding of and has a staffing plan to comply with all CDC and PEPFAR record-keeping and reporting requirements.
