Support for Health System Strengthening of Leadership, Governance and Quality Improvement in the Ministry of Health (MOH) in the Kingdom of Swaziland under the President's Emergency Plan for AIDS Relief (PEPFAR): The purpose of this funding opportunity announcement (FOA) in Swaziland is to develop and continuously improve, over the next five years, the efficiencies of health systems at the national, regional, facility and community level. Through this cooperative agreement with the Swaziland Ministry of Health, planned activities are to: develop leadership and governance capacity in the Ministry of Health (MOH) by defining roles, responsibilities and key processes for individuals and departments at national, regional and facility level; establish the quality improvement model and quality assurance systems in public and mission health care facilities in Swaziland under the MOH Quality Management Program; sensitize the Ministry of Health workforce on International Organization for Standardization (ISO) 9001 requirements and achieve certification in four hospitals in Swaziland (one per region); develop a criteria and process for accreditation of Health Services in Swaziland; develop a regional support base for ISO systems and to improve Regional Health Management Team (RHMT) function and effectiveness to deliver Primary Health Care by building capacity of RHMT members to work within an internationally recognized quality management framework; and bring five health centers up to 90% compliance with Essential Health Care Package (EHCP) requirements by providing 90% of the services identified in the Essential Health Care Package.

The major Project Outcome is that ISO Management systems are institutionalized and sustained by the MOH/Government of the Kingdom of Swaziland (GKOS) leading to an annual improvement in institutionalized quality of care indicators (e.g. facility targets and objectives improve by at least 10% per annum from baseline, customer satisfaction improve by at least 10% per annum from baseline).
