Support of Advanced Fossil Resource Conversion andUtilization Research by Historically Black Colleges and Universities andOther Minority Institutions: The intent of the Fossil Energy Historically BlackColleges and Universitiesand Other Minority Institutions (HBCU/OMI) Program is to establish amechanismfor cooperative HBCU/OMI research and development projects; to providefacultyand student support at the institutions; to foster private sectorparticipationand interaction with HBCU/OMIs in fossil energy research and development;toprovide for the exchange of technical information and research hardware; toraise the overall level of competitiveness by the HBCU/OMIs with otherinstitutions in the field of fossil research; and to increase the number ofopportunities in the areas of science, engineering and technical managementforHBCU/OMIs. The collaborative involvement of professors and students fromtheHBCU/OMI and the commercial sector in the development and execution ofinnovative research ideas, and the establishment of linkages between theHBCU/OMI and private sector fossil energy community helps ensure the U.S. afuture supply of technically competent managers, scientists, engineers andtechnicians. The Program will also serve to maintain and upgrade theeducational, training, and research capabilities of our HBCUs/OMIs in thefields of science, engineering and technical management, and provide thetalentfor an improved conversion and utilization of the nation apos;s fossil fuelresources. Therefore, the DOE?s National Energy Technology Laboratory(NETL)invites HBCUs/OMIs, in collaboration with the private sector, to submitapplications for innovative research and development of advanced conceptsrelated to fossil energy resource conversion and utilization. HBCU/OMIfacultymembers and their institutions, in collaboration with the private sector,arestrongly encouraged to undertake fossil energy-related research anddevelopment.TECHNICAL TOPICSFossil fuels (coal, oil, and gas) provide 85 percent of our energy in theUnited States. These fuels are a key ingredient for our domestic economicgrowth and international competitiveness. While the energy industry isundergoing fundamental changes due to deregulation, environmental concerns,andother factors, there are discernible trends for a vision of future economywhere electric energy, clean liquid fuels, natural gas, hydrogen, andmanufacturing will all be closely intertwined in a highly efficient,flexibleeconomic system.To broaden fossil resource and technology benefits to our commerce andconsumers, The Department of Energy Office of Fossil Energy (DOE-FE) hasinitiated programs to enhance scientific and technical understanding of theprocesses involved in the conversion and utilization of fossil fuels. Inviewof recent spike in oil price, there appears to be a renewed interest inunconventional fuel resources such as oil shale and tar sands.Technologiesthat are currently managed by Fossil Energy include the following: NaturalGasSupply and Delivery Reliability, Oil Exploration and Production, PetroleumFuels and Environmental Solutions, Gasification, Combustion, DistributedGeneration, Advanced Research and Power System including Vision21 andFutureGen, Hydrogen, Syngas, Sequestration, and Advanced Turbines. Theintegrated program path leading to Advanced Power System also includeslarge-scale demonstration (Clean Coal Power Initiative) to establishfoundationfor the next generation of technologies.In order to develop and sustain a national program of university researchinadvanced technologies and fundamental fossil fuels studies, the DOE-FE isinterested in providing assistance to develop and maintain a broad-basedresearch infrastructure to provide educational and research trainingopportunities for tomorrow?s scientists.Grant applications are sought in innovative research and development ofadvanced concepts pertinent to fossil fuel conversion and utilization underthefollowing eight (8) technical topics which are elaborated in this section:TECHNICAL TOPIC 1 - Advanced Environmental Control Technologies for CoalTECHNICAL TOPIC 2 - Advanced Coal UtilizationTECHNICAL TOPIC 3 - Clean Fuels TechnologyTECHNICAL TOPIC 4a - Oil Shale and Oil (Tar) Sands ProcessingEnvironmentalFactorsTECHNICAL TOPIC 4b - Clearly Define the Geology of Selected Oil (Tar)SandsDepositsTECHNICAL TOPIC 5a ? Improved Materials for Horizontal Coil Tubing forDrilling TECHNICAL TOPIC 5b ? High Speed Drilling Systems for Coil Tubing DrillRigsTECHNICAL TOPIC 6 - Natural Gas Exploration, Production and StorageTECHNICAL TOPIC 7 - Fuel CellsTECHNICAL TOPIC 8 - Faculty/Student Exploratory Research Training GrantsTechnical Topics 1 through 7 are considered to be in the HBCU/OMI CoreProgram;education and research training must be a strong component and privatesectorcollaboration strongly encouraged. Technical Topic No. 8 is considered tobein the Faculty/Student Exploratory Research Training GrantProgram.
