- Under Sub-decree 67 ANKr.BK of the Government of Cambodia dated 22 October 1997, the Ministry of Health was institutionalized as a government ministry. The MOH is the only organization that can carry out the purpose of this FOA as the MOA is solely responsible for all aspects related to health including development of strategic plans, implementation, and evaluation of the public health services in the Kingdom of Cambodia. The Ministry of Health of the Kingdom of Cambodia is committed to Equity and the Right to Health for all Cambodians. The Second Health Sector Strategic Plan 2008-2015 (HSP2) serves as a guiding foundation for the Ministry of Health that aims to ensure improved and equitable access to, and utilization of, essential quality health care and preventive services with particular emphasis on women, children and the poor.
