Funding Opportunity Description Under the provisions of numerous laws and statutes, including Title XII of the Food Security Act of 1985, Title XIV of the Food, Agriculture, Conservation and Trade Act of 1990 (FACTA), and Title III of the Federal Agricultural Improvement and Reform Act of 1996 (FAIRA), and the Farm Security and Rural Investment Act of 2002, more commonly referred to as the 2002 Farm Bill, the NRCS is assigned the responsibility for the development and implementation of conservation plans and systems. The USDA/NRCS provides technical and financial assistance to individuals, groups and units of government throughout Rhode Island to help conserve and protect natural resources. This technical and financial assistance is provided through a number of individual programs and authorities. The specific activities of NRCS are guided by the priorities set forth in the NRCS Strategic Plan. The priorities for consideration under this announcement include: High Quality Environment; Maintain, restore and enhance cropland productivity; Maintain, restore and enhance forestland productivity; Maintain, restore and enhance grazing land productivity; Maintain, restore, or enhance ecosystems and fish and wildlife habitat; Promote sound urban and rural community development; and Protect water and air resources form agricultural non-point sources of impairment. The NRCS has a responsibility to assist producers to apply and maintain the practices in their conservation plan to assist in implementing changes to approved conservation systems according to the NRCS Field Office Technical Guide Standards and Specifications. Producers apply and maintain planned practices/conservation systems in order to receive a variety of USDA financial benefits. The NRCS is requesting proposals of services from qualified individuals and organizations to contribute to the conservation and wise development of natural resources in the State of Rhode Island. The Rhode Island office of NRCS seeks to identify partnering opportunities with other organizations that share a common interest in order to accelerate progress on Strategic Plan priorities. The NRCS will accept proposals for projects up to two years in duration. Project Scope The start date for projects will be on or about September 15, 2003. The project will contribute to the conservation and/or wise development of natural resources in Rhode Island and contribute to one or more of the priorities set forth in the RI NRCS Strategic Plan. Enhance natural resource productivity to enable a strong agricultural and natural resource sector. Reduce unintended adverse effects of natural resource development and use to ensure a high quality environment. Reduce risk from drought and flooding to protect individual and community health and safety. Delivery high quality services to the public to enable natural resources stewardship. NRCS anticipates being substantially involves in carrying out the work covered by resulting cooperative agreements. Evaluation Criteria Applications will be evaluated on the basis of the following factors: Organizational capabilities. The adequacy of organizational resources and experience to successfully manage and perform the project. Share in a common mission that supports the natural resource conservation efforts with agricultural producers. Capable of providing in-kind contributions and other sources of financial support toward meeting the objective of the project. (40%) Project personnel. The reasonableness and feasibility of the applicant s approach for successfully achieving the objectives of the project within the required time frame. (25%) Understanding the intent of EQIP and other USDA cost-share programs. The applicant s recognition of the value and need of the project and the full understanding of the intent of EQIP. (25%) Ability to demonstrate past history and credibility of working with farm clients. Ability to be certified by NRCS to receive clearance for network access as well as client data files. (10%) NRCS will review the proposed project proposals. The basis for selection will be the NRCS determination of which proposal(s) best meet the needs of the NRCS and is able to complete the proposed projects within the proposed time frame. Award Cooperative agreements will be awarded up to a one-year or less project. It is anticipated that approximately $20,000 will be available for this program in FY2003. The available funding for subsequent years is not fixed and may vary considerably. If unforeseen problems delay the completion of the work, it may be affirmatively renewed by the parties, through an exchange of correspondence, for subsequent fiscal years until the agreed to work is completed. Amendments to agreement(s) may be modified by amendments duly executed by authorized officials. Amendments to obligate additional funding in subsequent years (not to exceed a five year period), is subject to availability of funds. It is the intent of the NRCS to fulfill its obligations under this agreement. Funds may not, however, be committed beyond the period for which Congress has appropriated them. In the event that funds for which the NRCS may fulfill its obligations are not appropriated, the agreement shall automatically terminate. Reimbursement shall be provided to the Award recipient for work completed prior to the termination. Applications for project proposals should include the following: * Completed Standard Form (SF) 424, Application For Federal Assistance, (including SF-424A and SF-424B); and * Narrative description that clearly describes the total project to be accomplished, methodology, objectives to accomplished, milestone schedule for completion, leverage of non-federal dollars, anticipated sub-grant or sub-contracting activities, and desired results. By signing or submitting this application for federal assistance, the applicant is providing a certification set forth in Appendix C to 7 CFR Part 3017; Certification Regarding Drug-Free Workplace Requirements.
