Technical Services for the Environmental Quality Incentive Program and Conservation Reserve Program: WI NRCS may award one or more cooperative agreements from this announcement. Cooperative agreements have been determined to be the appropriate funding instrument because NRCS anticipates being substantially involved in carrying out the work covered by the resulting cooperative agreement(s). Recipient(s) will provide technical assistance to landusers who are interested in implementation of non-engineering conservation practices through the Environmental Quality Incentive Program (EQIP) and Conservation Reserve Program (CRP). Products to be delivered include: verification of the need for a practice based on program rules; development of preliminary practice design; layout of practice boundaries; collection of survey or GPS locator points along the practice boundaries; development of the final practice design, cost estimates, and reporting the competed practices into NRCS? Performance Results System (PRS). The primary CRP conservation practices will include CP-21 Filter Strips, CP-22 Riparian Buffer, CP-29 Marginal Pasture Wildlife Buffer, CP-30 Marginal Pasture Wetland Buffer. The primary EQIP conservation practices will include Contour Farming (330), Contour Buffer Strips (332), Contour Strip Cropping (585), Prescribed Grazing (528A), Filter Strip (393), Riparian Forest Buffer (391), Conservation Cover (327), Tree/Shrub Establishment (612) and other practices included in these practice standards by reference. Activities under the resulting cooperative agreement(s) must be substantially started by September 30, 2004.
