Upper Salmon Basin Anadromous Fishery Habitat Improvement: This Funding Announcement is NOT a request for applications. This announcement is to provide public notice of the Bureau of Reclamation's intention to fund the following project activities without full and open competition. Reclamation is committed to proving assistance to entities that can attend to issues involving fish screening, fish passage, water flow, and channel complexity in specific tributary subbasins of the Columbia and Snake Rivers in order to benefit anadromous fish habitat to meet metric requirements of the FCRPS BiOp. Reclamation expects to provide assistance to meet specific metric goals that include: (1) fish screens that meet current criteria; (2) spawning and rearing access restored by removal of fish passage barriers; (3) meeting instream flow targets; and (4) increased miles of channel complexity. Trout Unlimited (TU) as a Project Sponsor works to identify, secure funding for, and assist in the implementation of prioritized projects developed to meet the goals of the Upper Salmon Basin in the State of Idaho. Due to the complexity of the issues and the geographic location for anadromous fish use, a great amount of activity must be coordinated involving State and local government units, private landowners, and non-profit organizations, in addition to various Federal Agencies; including Reclamation, before a project is finalized. Coordination with local organizations and private landowners is essential to the overall success of habitat improvement in the Upper Salmon Basin. TU is serving as a Project Sponsor to the Bureau of Reclamation to implement projects under this cooperative agreement with the objective of restoring passage for Threatened and Endangered Species (TES) fish and to address adverse affects associated with on-going in-river maintenance and operational activities associated with irrigation diversion projects. It is anticipated that this agreement will cover the administrative and coordination functions to get projects developed to the construction stage, at which time other entities will provide construction funding.
