Air Quality and Congestion Mitigation Measure Outcomes Assessment Study: The U.S. Department of Transportation (US DOT) intends to conduct a research effort entitled Air Quality and Congestion Mitigation Measure Outcomes Assessment Study. The objective of this study is to better understand the outcomes of actions funded under the Congestion Mitigation and Air Quality Improvement Program (CMAQ) since the enactment of Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU, Public Law 109-59). Outcomes of interest include the emissions reduction potential and air quality and human health impacts of such actions. Additionally, the study shall serve to increase the empirical evidence of the causal relationship between such transportation actions and these outcomes, both intended an unintentional. The validity of methods used to make these types of outcome assessments will also be explored and assessed.

- Independent scientific research organizations (ISROs) are eligible to apply for this cooperative agreement. (See below for the meaning of ISRO). Applications will be rejected if they are not received from an ISRO. Applicants must verify in Attachment A that they meet the eligibility requirements and provide any necessary documentation to support their eligibility. Please provide articles of incorporation or other similar documentation that demonstrate that your organization would be considered an Independent Scientific Research Organization. The Government may request further documentation after receipt of the application. Applicants should also demonstrate that they meet the requisite research experience as listed below. The ISRO may enter into a partnership agreement with any other entities to assist with program activities. The successful applicant will be an ISRO as defined below.
Independent Scientific Research Organization (ISRO) means any not-for profit entity organized under the laws of any State that conducts research, including scientific experimentation or analysis that is not for eventual commercial purpose.
