Analysis of the Colorado River System Conservation Demonstration Project: The objective of this request for proposals (RFP) is to invite proposals from eligible applicants for projects that will assist in identifying opportunities for system conservation through voluntary forbearance of contracted water deliveries; analyze an ongoing Reclamation system conservation demonstration project; consider community impacts of implementation of system conservation, using information from Reclamations demonstration program and other forbearance programs, of a full-scale system conservation program that would replace the full bypass flow of 108,000 acre-feet a year; and estimate costs, risks, uncertainties of a full-scale program. * This funding opportunity announcement is based on a Cooperative Ecosystem Studies Unit (CESU) Program, but in no way restricts competition to a CESU partner.

Eligible applicants include Federal, Interstate, Intrastate, State and Local agencies, Public/Private nonprofit institution/organization, State Colleges or Universities, Public/Private Colleges or Universities, or Federally-recognized Indian tribes whose tribal lands are located in the geographic planning area described in Section I. *Additional Information on Eligibility: As above, however, this financial assistance opportunity is being issued under a Cooperative Ecosystem Studies Unit (CESU) program. CESUs are partnerships that provide research, technical assistance, and education. The target for applicants of this award are in the Desert Southwest CESU, as this project requires demonstrated skills, expertise, and past experience in projects of similar scope, technical complexity, and institutional sensitivity.
