Asian Carp Action Plan Grants to Great Lakes States for Fiscal Year 2019 Great Lakes Restoration Initiative: Using appropriations to the Great Lakes Restoration Initiative, the U.S. Fish and Wildlife Service (USFWS) intends to enter into single source Grant Agreements to support implementation of the most recent GLRI Asian Carp Action Plan. These efforts contribute to the protection and restoration of the Great Lakes and Great Lakes Basin. This is a notice of intent to award single source grants to Illinois Department of Natural Resources, Ohio Department of Natural Resources, Michigan Department of Natural Resources, and Northwestern Indiana Regional Planning Commission. We intend to make these awards without competition under justification 505DM 2.14.B.(2)&(4). Funding will support specific activities and deliverables of the each agency that only they can conduct and deliver under the most recent Asian Carp Action Plan. These single source awards are continuations of activities presently being funded, and holding a competition would have a significant adverse effect on continuing the activity. The applicants are also uniquely qualified to perform these projects given their management authorities for Asian carp and other aquatic invasive species in their respective states, technical expertise, and/or their active participation with the Asian Carp Regional Coordinating Committee. For these reasons, competition for the award is not practical.
