Coastal Impact Assistance Program (CIAP) for Construction (Alabama Recipients Only): Funds are available only to the State of Alabama and eligible Coastal Political Subdivisions (Counties) within the State of Alabama under this Program Announcement to mitigate the impacts of Outer Continental Shelf oil and gas activities (based upon allocation formulas prescribed by the Energy Policy Act). The purpose of the Coastal Impact Assistance Program (CIAP) is to disburse funding ($250 million for each of the fiscal years 2007 through 2010) to eligible producing states and coastal political subdivisions for the purpose of conservation, protection, or restoration of coastal areas including wetlands; mitigation of damage to fish, wildlife, or natural resources; planning assistance and the administrative costs of complying with these objectives; implementation of a federally-approved marine, coastal, or comprehensive conservation management plan; and, mitigation of the impact of Outer Continental Shelf activities through funding of onshore infrastructure projects and public service needs. States eligible to receive funding under the CIAP program are: Alabama, Alaska, California, Louisiana, Mississippi, and Texas and 67 coastal political subdivisions amongst the 6 states.
