- THIS IS A NOTICE OF INTENT TO AWARD TO A SINGLE SOURCE AND THERE IS NO FULL ANNOUNCEMENT ASSOCIATED WITH THIS NOTICE. This is not a request for competitive proposals. The U.S. Fish and Wildlife Service (Service) intends to award a grant agreement to the International Hunter Education Association (IHEA) under authority 15.655 and the Fish and Wildlife Act of 1956, as amended (16 USC 742a-742j). The Service is providing funding to the IHEA in support of the Cooperative North American Shotgunning Education Program (CONSEP). CONSEP represents a consortium of public groups that have as their common objective the conservation of waterfowl and other migratory birds. Principally, CONSEP organizes and conducts shotgunning education training programs, seminars, and workshops on waterfowl and upland bird wounding loss reduction; conducts lethality research on the performance of non-toxic shotshell loads; and provides expert advice on non-toxic shot lethality and technical information conducted by CONSEP.
