Eastern US Bird Monitoring: THIS IS A NOTICE OF INTENT TO AWARD - There is no "full announcement" associated with this Notice. The U.S. Fish and Wildlife Service (Service) intends to issue a single source Cooperative Agreement to Rua Mordecai, PhD. The Service proposes to provide financial assistance in helping maintain progress on an ongoing effort to improve coordination and integration of bird monitoring efforts in the Eastern US. Avian monitoring programs that track and assess bird populations are central to conservation planning and evaluation of bird conservation efforts, yet they remain poorly coordinated across scales, agencies, and programs. Improving coordination among programs and databases will more effectively leverage available data to inform complex avian conservation decisions, many of which suffer from lack of quantitative data upon which to base sound decisions. Period of performance is form date of award through June 15, 2012. A determination by the Service not to compete this proposed assistance is in accordance with Departmental Policy (505DM2, paragraph 2.14(B)(2)) and is solely within the discretion of the Service. This notice of intent is NOT a request for competitive proposals.
