Environmental Quality Incentive Program Assistance Irrigation Technical Services: This purpose of this amendment is to add additional Eligible Applicants All other terms and conditions remain unchanged. SUPPLEMENTAL INFORMATION I. AUTHORITY: Federal Improvement and Reform Act of 1996, Public Law 104-127, as amended; Section 1242 of the Farm Security and Rural Investment Act of 2002, 10ih Congress, Report No.1 07 - 424, H.R.2646, authorizes the Secretary of Agriculture to provide technical assistance under these programs to eligible producers. The Secretary may request the services of non-Federal entities to assist the Secretary in providing technical services necessary to develop and implement conservation programs under this title. The NRCS may do this through entering into cooperative agreements with a service provider or other cooperator to stimulate the availability of technical services available to program participants. The assistance being sought through this request relies on guidance contained in the Technical Service Provider Final Rule that was published November 29, 2004. II. DURATION AND FUNDING: All awards are subject to the availability of sufficient funds being appropriated by Congress and apportioned by the Office of Management and Budget (OMB) to support the addition and full cost of services to implement technical service activities. Cooperative agreements will be awarded competitively to successful applicants. Cooperative agreements have been determined to be the appropriate funding instrument because of substantial involvement by the NRCS in providing design and layout of associated practices. The NRCS expects to award up to two cooperative agreements that will be based on proposals submitted and benefits derived for the current fiscal year. Funds available for the current fiscal year under this request for proposals are approximately $104,000, for Central Siskiyou County (Shasta Valley) and for Western Siskiyou County (Scott Valley). Any agreements resulting from this solicitation will have a one-year base period and three one-year options. Activities under base year cooperative agreements generated from this request will be carried out from approximately March 30, 2005 through September 30, 2005. Please note that both regions of Siskiyou County need not be addressed in a proposal; therefore, please specifically identify the region(s) of Siskiyou County you are interested in carrying out the work in when submitting your proposal. III. PROJECT DESCRIPTION: a. Irrigation System Design and Layout: This phase consists of evaluating the irrigation system site and gathering information such as soils, crops, topography and method of water delivery or catchments. Determining irrigation water requirements based on climate, soils, crop needs, irrigation management needs, and selecting and sizing irrigation system components in accordance with those requirements and the Conservation plan. Develop an irrigation water management plan. Information developed during irrigation season will be contained in a written design report which will be made available to the NRCS/producer at the end of the irrigation season. All designs shall meet NRCS standards as described in Section IV of the Field Office Technical Guide. System Components (Practices) The following Items of Work will consist of providing the design & layout and, check out in accordance with the applicable Conservation Practice Standards, Specifications, and Statements of Work (See Appendix I). Irrigation Water Management (449) This work will consist of providing an irrigation water management plan for the application of irrigation water on cropland, in accordance with Conservation Practice Standard No. 449, Irrigation Water Management. Irrigation water management plans will include an irrigation schedule, to be based on rainfall, climate, soils, and crop irrigated. Irrigation water management plans for crops are estimated to range in size from 5 to 100 acres of crop area, with a typical size of 40 acres. Payment will be made at the contract unit price for each acre of cropland served by the water management plan, measured to the nearest 0.1 of an acre. Management plans on approximately 100 acres will be needed. b. Post Construction/Checkout This phase consists of: Inspect and verify conservation practices. Inspect and provide checkout of conservation practice constructed or being constructed for the individual Landowner/Producer. Inspection shall insure that work is performed in accordance with approved design, the USDA NRCS program contract, Field Office Technical Guide, NRCS irrigation standards and specifications, and Landowner/Producer expectations. Checkout includes verification in order to document work for payment processes. Associated documentation will be produced and delivered to the NRCS office in Yreka, California. c. Reporting The Cooperator is responsible for reporting completed items into the NRCS electronic reporting system (techPRS) at the time the technical services are completed in order to receive payment. Progress to be reported in TechPRS includes planning activities and implementation of practices (design, installation, checkout) which is accessible from the TechReg website at http://techreg.usda.gov/. NRCS anticipates being substantially involved in carrying out the work covered by this/these cooperative agreement(s). NRCS will provide program oversight and will provide agency software, forms, and other resource information. IV. SUBMISSION REQUIREMENTS/DEADLINE: Applicants must submit one (1) original and four (4) copies of their proposal to the following individual no later than 4:30 p.m. (PST), March 17, 2005. Proposals will not be accepted by facsimile. Proposals received after this time will not be considered. Applications must include a program narrative statement that addresses the following, at a minimum: a. A description of the resources and experience of the organization necessary to successfully perform these services. b. An itemized budget and detailed narrative in support of the form SF-424 for the overall project period. Applicants should include budgets for the base year and each option year. Show all funding sources and itemized costs by the following line items on the budget form: personnel, equipment, material and supplies, travel, contractual, other costs, and indirect costs. Hourly costs and number of hours should be included for personnel. Funds may be requested under any of the line items listed above provided that the item or service for which support is requested is identified as necessary for successful conduct of the proposed project, is allowable under the authorizing legislation and the applicable Federal cost principles, and is not prohibited under any applicable Federal statute. Salaries of project personnel who will be working on the project may be requested in proportion to the effort that they will devote to the project. Show any non-federal costs that the applicant indicates will be contributed in support of this project. c. The organization's level of commitment in terms of the staff, equipment resources, and/or funding support necessary to leverage the project. d. A description of the capabilities to fulfill the terms of the cooperative agreement, including a brief description of the organizational entity and of the qualifications, current project responsibilities, and staff responsible for implementation. Qualification Statement for key personnel should be included. e. List of past experience with provided technical services; include list of contacts and phone numbers. f. The application may include an appendix. Material should be included only when necessary to support information provided in the narrative. ADMINISTRATIVE REQUIREMENTS: The applicant, by signing or submitting this application, assures the Department of Agriculture that the program or activities provided for under this agreement will be conducted in compliance with the all applicable Federal civil rights laws, rules, regulations, and policies. The Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, Section 708, limits indirect costs under cooperative agreements between USDA and non-profit institutions, including institutions of higher education, to ten (10) percent of the total direct costs of the agreement. Applicants must document the indirect cost percentage requested. The applicant shall comply with all applicable laws, regulations, Executive Orders and other generally applicable requirements, including those set out in 7 CFR 3015, 3016, 3017, 3018, 3019, and 3052, as applicable which will be incorporated in the agreement by reference and such other statutory provisions as are specifically set forth in the agreement. The applicant, by signing or submitting this application, is providing a certification set forth in Appendix C to 7 CFR 3017; Certification Regarding Drug-Free Workplace Requirements. The OMB Circulars will be incorporated by reference and made a part of each agreement awarded under this process. Failure of a cooperator to comply with any provision may be the basis for withholding payments for proper charges made by the cooperator and for termination of support. EVALUATION CRITERIA: (Listed In Descending Order of Importance) All application packages will be reviewed to confirm that the applicant is an eligible recipient and to ensure that the application contains all of the items specified in the Submission Requirements/Deadline section of this announcement. Applications from eligible recipients will then be evaluated based on the following criteria. 1. Specialized Expertise A. Knowledge of the NRCS Conservation Programs Manual Part 515 Environmental Quality Incentives Program in order to determine EQIP practice purpose, eligibility, design requirements, practice layout and follow up, ability to comply with required timeframes for practice establishment and requirements for practice maintenance. B. Ability to comply with required timeframes for practice establishment and requirements for practice maintenance. C. Knowledge of Section IV of the California NRCS Technical Guide related to the Irrigation Related practices identified for EQIP. D. Demonstrated experience in the planning, design, layout and follow up for each of the conservation practices identified in Section III Project Description. E. Understanding the intent of EQIP cost share programs, the applicant's recognition of the value and need for the project and the full understanding of the intent of EQIP. 2. Organizational Capabilities -the adequacy of organizational resources and experience to successfully manage and perform the project(s). 3. Location - located in the general geographical area of the project and knowledge of the locality of the project. 4. Experience - Ability to demonstrate past history and credibility of working with local land users. Discussions may be held with each applicant regarding the applicant's experience, the proposed plan of action or alternative courses of action. After selection, NRCS will enter into negotiations with the selected applicant(s) to discuss cost and the terms and conditions of the cooperative agreement to be signed. VII. To provide the following services and deliverables under this agreement: 1. Develop Irrigation Water Management Plans (IWM) for irrigators in Shasta & Scott Valley. 2. Purchase and install soil moisture sensors in fields as outlined in the IWM plans. 3. Purchase and install soil moisture sensors in fields as determined by NRCS. 4. Purchase and install flow meters in areas determined by NRCS. 5. Analyze soil moisture information and provide interpretation to irrigators throughout the irrigation season. Irrigators are responsible for taking regular readings. 6. Attend separate end-of-season meetings with NRCS and each irrigator to discuss the results of the irrigation season. 7. Perform system evaluations, analyze data collection and provide recommendations for sprinkler irrigation systems. B. To provide the deliverables specified in accordance with the following schedule of operations prepared by the District and approved by NRCS. DESIGN Deliverables 1. Design documents that demonstrate criteria in NRCS practice standard have been met and are compatible with planned and applied practices. a. Practice purpose(s) as identified in the conservation plan. b. List of required permits to be obtained by the client. c. List of facilitating practices. 2. Practice standard criteria-related computations and analyses to develop plans and specifications including but not limited to: a. Volume of water (per irrigation) b. Crop water needs c. Frequency of irrigation d. Application rate e. Environmental considerations 3. Written plans and specifications including sketches and drawings shall be provided to the client that adequately describes the requirements to install the practice and obtain necessary permits. 4. There are no operation and maintenance (O&M) aspects applicable to this standard 5. Certification that the design meets practice standard criteria and comply with applicable laws and regulations. 6.
