FY 2006 Infrastructure Protection Program: Intercity Bus Security: The Department of Homeland Security (DHS) is launching its Fiscal Year (FY) 2006 Infrastructure Protection Program (IPP). IPP is an important component of the Administrations larger, coordinated effort to strengthen the security of Americas critical infrastructure. This program implements the objectives addressed in a series of laws, strategy documents, plans and Homeland Security Presidential Directives (HSPDs). Of particular significance are the National Preparedness Goal (the Goal) and its associated work products, the Interim National Infrastructure Protection Plan (NIPP) and the National Strategy for Transportation Security (NSTS). As a component of the DHS IPP, the FY 2006 Intercity Bus Security Grant Program (IBSGP) provides financial assistance for fixed route intercity bus and charter services, as defined in the preceding section, to improve security for operators and passengers. It provides follow-on funding to the FY 2003, FY 2004 and FY 2005 intercity bus security grants. Successful applications will be selected through a competitive process. The FY 2006 program focuses on the following national intercity bus security project priorities: 1.Facility security enhancements in defined UASI jurisdictions; 2.Driver security enhancements; 3.Vehicle security enhancements; 4.Emergency communications equipment; 5.Coordinating with local police and first responders; and, 6.Training and exercises. Each of these priorities is further defined by a strong emphasis on prevention and detection of improvised explosive devices (IED), including sensors and canine units. Eligible applicants may submit one application for funding of up to three (3) individual projects that address the priorities identified in this section. Each application that meets the requirements outlined in this application kit will be evaluated by a National Review Panel. At a minimum, federal staff from the Office of Grants and Training, Transportation Security Administration (TSA), and the Federal Motor Carrier Safety Administration (FMCSA) will be invited to evaluate proposals as part of the National Review Panel in accordance with criteria contained in the program announcement. Funding may be awarded for all, some, or none of the projects submitted based on the outcome of this evaluation process. Note: Projects or initiatives that are eligible for funding under this announcement may or may not involve Geospatial (GIS) issues.

Additional Information on Eligibility
Eligibility for funding under this program is limited to applicants meeting one or both of the following criteria: 1. Own/operate a fixed route intercity bus service providing services to a defined Urban Area Security Initiative (UASI) jurisdiction and servicing a facility located within a UASI jurisdiction; 2. Own/operate a charter bus service using over-the-road buses and providing a minimum of 50 trips annually to one or more defined UASI jurisdictions and service a facility or facilities located within that jurisdiction or jurisdictions. Important Note: Only one application per entity may be submitted For example, if a bus company has one owner and a different operator, only one application may be submitted for that company. Also, if you own a bus company that operates both fixed route and charter bus services, only one application may be submitted for the company. However, you may submit projects for each service within that single application. Important Note: Applicants are required to demonstrate how they meet one or both of these eligibility criteria in order to qualify for consideration of funding under this program announcement. Additional information on how to demonstrate eligibility is contained in the full Program Guidelines and Application Kit. Important Note: Intracity bus service is not eligible for funding under this program announcement. Funding for intracity bus security is being addressed through the FY 2006 Transit Security component of the Infrastructure Protection Program announcement.
