FY 2023 Law Enforcement Transition to the National Incident-Based Reporting System (NIBRS) to Improve Hate Crime Reporting: OJP is committed to advancing work that promotes civil rights and racial equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety and protects the public from crime and evolving threats, and builds trust between law enforcement and the community. Through this solicitation, BJS seeks to provide funding and technical assistance to increase the number of local law enforcement (LE) agencies reporting data to the FBI's National Incident-Based Reporting System (NIBRS) to improve hate crime reporting as authorized by the Jabara-Heyer NO HATE Act (34 U.S.C. § 30507).
