FY 2023 National Incident-Based Reporting System (NIBRS) Estimation Project (EP): OJP is committed to advancing work that promotes civil rights and racial equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety and protects the public from crime and evolving threats, and builds trust between law enforcement and the community. With this solicitation, BJS seeks to provide additional funding to conduct additional development and methodological work in support of the statistical procedures used to generate national estimates of crime based on the FBI's National Incident-Based Reporting System (NIBRS). The first set of national estimates based on this new methodology was released in September 2022, marking for the first time NIBRS data as the sole source of information on crimes known to law enforcement in the United States. This development and methods work will consist of system maintenance activities, additional estimation development, and assessment of data on indicators not included in the Year One estimates. Statutory Authority: Under Section 302 of the Omnibus Crime Control and Safe Streets Act, BJS is authorized to "make grants to, or enter into cooperative agreements or contracts with public agencies, institutions of higher education, private organizations, or private individuals" for purposes of collecting and analyzing criminal justice statistics. Also, under 34 U.S.C. 10132(c)(19), BJS is authorized to support the development and enhancement of national information systems, including NIBRS. Under Title 28, U.S.C., Section 530C, the FBI is authorized to provide funds to BJS to make grants under this solicitation. Under Title 28, U.S.C., Section 534 and 28 Code of Federal Regulations, Section 0.85, the FBI is authorized to support activities related to the transfer and sharing of criminal justice information across and between law enforcement and related agencies.
