Initiative in Ethiopia in Response to Agricultural and Livelihoods Recovery Needs: USAID/OFDA?s mandate is to save lives and alleviate human suffering, and reduce the economic impact of natural and human-made disasters worldwide. In order to achieve this goal, USAID/OFDA?s strategy in Ethiopia in FY-2004 will be to meet the critical needs of populations affected by the ongoing complex food insecurity crisis and increase household level resilience to climatic, economic, and health shocks resulting in humanitarian crises. The broad goals of this APS are to:? Provide emergency, life-saving assistance to those populations most at-risk from food insecurity.? Assist affected populations in the recovery process to promote self-sufficiency and minimize dependence on external assistance.? Increase the capacity of households and communities to cope with recurrent drought, economic, and health shocks to reduce the need for large emergency interventions in the future.? Inasmuch as it is possible, prepare communities to transition to longer-term development initiatives that will further reduce vulnerability to food insecurity by addressing its root causes.
