The Department of State invites proposals from qualified U.S. and non-U.S. organizations with specific functional expertise in the program areas described in this announcement. Organizations that submit applications in response to this announcement acknowledge and accept that travel to and from Iraq may be required for project performance and that personal security will be in accordance with the current Department of State policies and as further discussed in this announcement. This announcement serves as public notice to all interested parties to have equal opportunity to submit project proposals for funding consideration.
