Nonproliferation & International Security Research, Training, & Outreach: The U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA), Defense Nuclear Nonproliferation (DNN), Office of Nonproliferation and International Security (DNN NIS) is soliciting applications for the research, training and outreach needs described herein. DNN NIS has the responsibility to advance national security through the formulation and implementation of nonproliferation, nuclear security, and arms control strategies, policies, practices, and operations. DNN NIS conducts activities in four areas: Nuclear Safeguards and Security; Nuclear Controls; Nuclear Verification; and, Nonproliferation Policy in order to fulfill this responsibility. Among its many activities, DNN NIS sponsors research and domestic and international training and outreach addressing Nuclear Safeguards and Security; domestic training, international training and outreach, and research studies addressing Nuclear Controls; and, research studies addressing Nuclear Verification and Nonproliferation Policy. To meet its mission, DNN NIS applies the broad base of U.S. technical expertise including that of other government agencies, the DOE National Laboratories, academia, nongovernmental organizations, and industry. This Funding Opportunity Announcement (FOA) solicits grant applications from academia and nonprofit, including nongovernmental, organizations as defined in Section IV. A.

- Additional Information on Eligibility
- In accordance with 10 CFR 600.6(b), eligibility for award is restricted to universities and nonprofit organizations. The university or nonprofit organization selected for award will be the lead organization and will be held responsible for managing the entire scope, schedule and cost of the project, to include all reporting. For the purpose of this announcement, the term ?university? means an educational institution in any State that: (1) admits as regular students only persons having a certificate of graduation from a school providing secondary education, or the recognized equivalent of such a certificate; (2) is legally authorized within such State to provide a program of education beyond secondary education; (3) provides an educational program for which the institution awards a bachelor?s degree or provides not less than a 2-year program that is acceptable for full credit toward such a degree; (4) is accredited by a nationally or regionally recognized accrediting agency or association, or if not so accredited, is an institution that has been granted reaccreditation status by such an agency or association that has been recognized by the U.S. Secretary of Education for the granting of reaccreditation status, and the U.S. Secretary of Education has determined that there is satisfactory assurance that the institution will meet the accreditation standards of such an agency or association within a reasonable time. For the purposes of this announcement, the term ?nonprofit organization,? including international and domestic nongovernmental organizations (NGOs), means any corporation, trust, foundation, or institution which is entitled to exemption under section 501(c)(3) of the Internal Revenue Code, or which is not organized for profit and no part of the net earnings of which inure to the benefit of any private shareholder or individual (except that the definition of ?nonprofit organization? at 48 CFR 27.301 shall apply for patent matters set forth at ??600.136).
