No exceptions will be made for organizations that have not posted applications on www.grants.gov by the due date.SUMMARYINL is dedicated to strengthening criminal justice systems, countering illegal narcotics, and minimizing transnational crime. INL plays a vital role in the development and synchronization of U.S. international counter-drug and anti-crime assistance. Since 2003, the U.S. Government, including INL, has been engaged in efforts to reconstitute the components of the Iraqi criminal justice system (police, judiciary and corrections) as a means of promoting security, stability, and respect for the rule of law, while creating an environment conducive to democracy, good governance, and economic development. The three criminal justice system components are vitally interconnected and an effective criminal justice system exists only when all three are properly functioning. A common goal of all of INL's programs in Iraq is to assist in the development of an Iraqi criminal justice system that effectively maintains law and order and is sufficiently fair and humane that Iraqis turn to it, rather than to violent militias or other criminal groups, to seek safety, resolve disputes, and obtain justice. In the Fall of 2010, INL will be initiating several new programs, intended to build upon the results achieved to date from pre-existing programs. Those new programs include the programs identified in this RFA.TARGET THEMES OVERVIEWINL invites interested organizations to submit proposals detailing program concepts and capacity to manage projects addressing the Target Themes set forth in Appendix A. Mutiple themes may be addressed in a single application. Subject to funding availability, INL will fund projects up to 36 months in duration. Funding requested in each proposal should approximate the full amount of anticipated funding for the Target Theme, as set forth below. A total of up to $21,200,000 will be awarded. INL will not fund proposals for products or services that could otherwise be purchased through a contract. INL has no obligation to provide any additional future funding in connection with an award.
