Safety Center for Excellence: Rural and Surface Transportation: The Federal Highway Administration (FHWA) hereby requests applications for assistance from all interested parties to result in the award of a Cooperative Agreement (Agreement) to support the establishment and maintenance of a Safety Center for Excellence: Rural and Surface Transportation (Center). The primary mission of the Center is to facilitate training and educational exchange, as well as provide technology transfer and deployment to practitioners to improve the overall understanding of roadway safety data and analysis, safety effectiveness evaluations, and investment decision making in the areas of rural safety and surface transportation safety. The focus of the Center is rural road safety for State, local and Tribal road owners and their stakeholders. A secondary and much smaller portion of the Center’s mission will be to conduct research supporting rural safety and surface transportation safety. The Center should produce products and create opportunities for State, local and Tribal transportation agencies to make better, more informed decisions about safety as it relates to the roads that they own and operate. This is a new requirement and there is no incumbent Recipient. The Federal share for this project will not exceed $3,862,664. Recipient cost share must be at least $965,666.There will be a Pre-application Webinar for this requirement for all interested parties on Thursday, March 20, 2014 from 2:30 to 3:30 (Eastern Local Time), at https://connectdot.connectsolutions.com/dtfh6114ra00008/.
