- U.S. scientists affiliated with a college or university, a federal or state agency, or a private, nonprofit organization may apply. Proposals are especially encouraged from young scientists, women scientists, or scientists representing or involving minority-serving U.S. institutions, including those in American Samoa, Guam, the Federated States of Micronesia, the Commonwealth of the Northern Mariana Islands, the Republic of the Marshall Islands, the Republic of Palau, the Commonwealth of Puerto Rico, and the U.S. Virgin Islands.
- Grant Description
- The Scientific Cooperation Research Program supports long-term and short-term international collaborative research and exchange activities that promote both domestic and global food security, sustainable agriculture and resource management, and trade. Joint projects worldwide make practical use of science to help solve mutual agricultural problems and enhance the technical and scientific capabilities of both foreign and U.S. scientists. Funding provided to U.S. scientists is leveraged with resources from other federal programs, universities, the private sector, international organizations, and the collaborating foreign institutions. Three types of projects in 2004 include: 1. Long-Term Research Collaboration Worldwide - International research collaboration projects range from one to three years. 2. Short-Term Scientific Cooperation Worldwide - Short-term exchange visits are encouraged to establish initial linkages for potential longer-term collaborative research. 3. Scientific Cooperation Exchange Program with the People?s Republic of China - A unique program with China offers an excellent opportunity for U.S. teams to initiate linkages with potential long-term collaborators at Chinese institutions throughout the country. Under a special USDA Scientific Technological Exchange Agreement with the People?s Republic of China, the Chinese Ministry of Agriculture specifically tailors two-week visits to China to meet the scientific objectives of each team. U.S. scientists affiliated with a college or university, a federal or state agency, or a private, nonprofit organization may apply. Proposals are especially encouraged from young scientists, women scientists, or scientists representing or involving minority-serving U.S. institutions, including those in American Samoa, Guam, the Federated States of Micronesia, the Commonwealth of the Northern Mariana Islands, the Republic of the Marshall Islands, the Republic of Palau, the Commonwealth of Puerto Rico, and the U.S. Virgin Islands. U.S. scientists may collaborate with research institutions in developed or developing countries having U.S. diplomatic relations, with a particular focus on indigenous research institutions. The International Agricultural Research Centers linked with the Consultative Group on International Agricultural Research (CGIAR) are also considered the foreign cooperating institutions under the Scientific Cooperation Research Program. The 2004 cycle of the annual competitive Scientific Cooperation Research Program welcomes proposals for joint international activities of mutual benefit in food security, sustainable agriculture and natural resources management, and science and trade, with linkages among all three areas. Priority will be given to innovative, mutually beneficial proposals aimed at: ? Meeting the food and nutritional needs of the most vulnerable populations in rural and urban areas of both the United States and collaborating countries, particularly the most food-insecure countries in Africa, Asia and the Pacific, and Latin America and the Caribbean ? Understanding and enhancing relationships among nutrition, agriculture, food security, and health, including diseases such as HIV/AIDS and diabetes ? Promoting food safety ? Enhancing water quality and availability ? Expanding livelihoods of small and limited resource farmers, ranchers, and communities ? Developing technologies to quickly and accurately identify and control the spread of animal borne diseases and pests
