FOR INFORMATIONAL PURPOSES ONLY: This is a "Notice of Intent" to award to the Institute for Bird Populations (IBP)a Task Agreement against an existing cooperative agreement to begin preparations for season 2011 landbird monitoring and studies.
Grant Description
The U.S. Department of Interior, National Park Service, North Cascades National Park, intends to make a single source award to the Institute for Bird Populations, P.O. Box 1346, Point Reyes Station, California, 94956. This is a noncompetitive award in accordance with Department of Interior Policy, Departmental Manual 505DM2 based upon Unique Qualifications. IBP is uniquely qualified to perform the activity based upon demonstrated factors, specifically, location, technical expertise, and other unique qualifications as outlined in this document. The National Park Service, North Cascades National Park, intends to award a Task Agreement (TA) to provide for avian studies based upon this announcement. Presently, a five year Cooperative Agreement is in place for avian monitoring and related services, this TA is to fund season preparation to conduct monitoring surveys at SAJH (approximately 54 sites), MORA, NOCA, and OLYM (panels 1 and 6 only, a total of 68 transects) as described in the protocol and SOPs. Collaborate with NPS on all aspects of completion of the NCCN Landbird Monitoring Protocol and any modifications related to sampling as outlined in the protocol and SOPs. The value of this Task Agreement is $53,950. This funding announcement is not a request for applications. This announcement is to provide public notice of the National Park Service, intention to fund the following project activities without full and open competition.
