Seminar on Controlling Brokers and Arms Shipments - Montenegro: ISN/ECC has identified a need to provide GOM officials training on how to establish and implement effective controls over arms brokers and the import, export, re-export, transit, and transshipment of arms. This includes controls that comply with regional (i.e., EU) and international requirements; help prevent destabilizing accumulations of conventional arms; and counter the efforts of gray arms dealers to ship arms to prohibited parties or inappropriate end users.
