Sutter National Wildlife Refuge Lift Station Construction Project: The Bureau of Reclamation (Reclamation) intends to issue a cooperative agreement to Ducks Unlimited Inc. under the authority of Catalog of Federal Domestic Assistance (CFDA) 15.512, P.L. 102-575 Central Valley Project Improvement Act, Sec. 3406 (d) Fish, Wildlife, Improved Water Management & Conservation, and 3407 (e) Restoration Fund. Total amount of agreement is $870,000 with Reclamation providing $122,000 in Federal Funds. The proposed lift station will provide a reliable water supply to the refuge's wetland units when gravity conveyance is not possible, especially during the critical fall flood-up period. The elevation of the existing Sutter NWR gravity diversion does not allow for consistent water delivery. This will improve habitat conditions for waterfowl and all the other major bird groups. A Determination by the Government not to compete this proposed financial assistance agreement based upon Departmental Manual 505 DM 2, paragraph 2.14 (B)(4) is solely within the discretion of the Government.
