Western Hemisphere Rule of Law Index and Analysis Program: Strengthening the rule of law is a key foreign policy objective and integral to the United States government's overall effort to ensure peace and stability in the Western Hemisphere. U.S. government programs in rule of law, implemented through the State Department's Bureau of International Narcotics and Law Enforcement Affairs (INL), are focused on building the capacity of justice institutions, enhancing legal education, increasing opportunities for minorities and women, improving access to justice and creating a demand for justice. In support of these efforts, INL is seeking applications for seven (7) grant projects to comprehensively assess rule of law and criminal justice systems in Western Hemisphere.
